From a lifetime with the government it does read like many charter’s I’ve seen.

By proxy means someone else in the government or secret government authorized this and signed Reagan's name.

Lets say this document is genuine, if indeed that is true two assumptions can be made.
1. This could by the last major document codenamed MJ-12. Moore went public in mid 1987 and logic would conclude the codename was changed.
2. The codename MJ-12 and the group were still active in an official capacity up until at least Feb 1987, this could be contrary to the rumors it went unofficial/semi-private before then.

These were the only things blackened out. The thing that stood out was the 'signed by proxy' and that religious and spiritual persons could not be members which harkens back to the Rand studies which concluded that revelation of UFOs/Aliens could destroy religious institutions and therefore the disclosure of such facts should be forbidden. I was just watching your 98 presentation and came back here to correct myself but you beat me to it. So as far as a time line is concerned all we can go on is the year. From what I have read my 1st point still stands and therefore this document is likely to be from the first half of 87, would you agree with that assumption Ed?

It was of my understanding that the original MJ 12 documents were proven to be a hoax...

The original MJ-12 documents have come from various sources. Some have definitely been debunked. The document I received was not part of the original sources. Ed
